It expresses a much more positive and affectionate emphasis than a regular exclamation mark (!). It's effective when you want to show sincere, happy agreement with what someone said or welcome a suggestion.

This emoji was originally a pictogram created and used by Japanese telecom companies that was later incorporated into Unicode. Perhaps because of this, it's often seen in East Asia to express emotional agreement or intense joy, and it does a great job of livening up conversations.
